Title:
List of countries is sorted in strict case ordering instead of mixed
  case sorting

Status in console-setup package in Ubuntu:
  In Progress

Bug description:
  Binary package hint: console-setup

  Hi

This is probably an underlying debconf limitation but the list of
countries when choosing the keyboard layout is sorted with strict case
ordering: USA is sorted before Ukraine. I think it should be sorted
in a more natural to humans mixed case ordering.

  Thanks,
