[Bug 1505302] [NEW] core_pattern is incorrect on boot on rc-proposed devices

On rc-proposed with crash reporting enabled core_pattern is incorrect on boot:
$ cat /proc/sys/kernel/core_pattern
/bad_core_pattern
Instead of:
|/usr/share/apport/apport %p %s %c %P
and crash reporting is disabled while it should be enabled.
According to the apport.log attached, core_pattern should be set
correctly.
If the user disables/enables crash reporting the pattern is correct.
