[Bug 1506838] [NEW] no carrier setting pop-up

Model: Meizu MX 4
OS: Ubuntu 15.04 (r4)
Carrier: O2 Germany

What you expected to happen:
When turning on the phone for the first time, some carriers send to you a carrier-setting-file (through SMS or MMS). On Android the OS prompts me if I want to install the file. It looks something like this: http://cdn5.howtogeek.com/wp-content/uploads/2015/01/img_54caa5e48fef1.png

What happened instead:
I received the message that carrier setting where send to the phone, but no pop-up or any other dialog was shown to me and therefore I couldn't install it. Since my carrier uses something he calls "inland roaming" I'm unsure if the send file would allow this functionality without the need to >>permanently<< activate roaming in the device (like I have now, to use mobile internet).
