  Add qt5-image-formats-plugins to the seed (webp support)

Bug description:
  I encourage to add qt5-image-formats-plugins to the seed in order for
  apps to easily make use of webp format.

  It is possible to ship webp with the click, but since it has to be
  bundled as a qt5 image format plugin, it's not the most
  straightforward thing to do. Plus, we force any apps that want to make
  use of webp to bundle it.

  It's not large, so hopefully we can simply include that in the image.
  "After this operation, 869 kB of additional disk space will be used."

  Additionally, the RCS plugin for the messaging framework supports
  'stickers' in webp format, though messaging app has not yet added
  support for these type of messages.
