Just realized Qt internally gets the new timezone.

  Timezone changes are only reflected in history-service data after
  rebooting

Status in history-service package in Ubuntu:
  Invalid

Bug description:
  Right now if you change the timezone of the phone, history-service
  will continue to use the previous timezone until the phone is
  rebooted.

  Ideally the service would use UTC for everything and only the apps
  using it would need to be restarted to reflect the changes.
