  [Greeter] Emergency call doesn't work first time security is enabled

Status in “unity8” package in Ubuntu:
  In Progress

Bug description:
  Go into settings and turn on passcode or passphrase
  Suspend and resume the phone
  Open the greeter and click on the emergency call button
  Nothing happens
  Enter the passcode
  See the dialer was started, but has no number pre-entered
  Close the dialer

  Suspend and resume
  Hit emergency call
  The dialer opens this time, but again no number is provided
