[Bug 1510045] [NEW] Quick toggle for mobile data instead of for hotspot

Public bug reported:

Below the SIM cards, there's a toggle for hotspot. I rarely use this
feature, but to enable or disable mobile data (I enable mobile data only
when I actually use it to save battery and costs) I have to tap "Mobile
settings" and do it from the System Settings app.

I would suggest replacing it, adding a second quick toggle or making a
setting for which option to show (though this might be a bit weird).

** Affects: indicator-network (Ubuntu)
     Importance: Undecided
         Status: New

- Including UI for this reason.
