This will likely only affect windowed mode, or at least be limited to
wide-enough (TBD) displays, as having the launcher always on screen on a
phone sounds like a bad idea.

Bug description:
  The app launcher auto-hides and there doesnt seem to be an option to
  keep it visible. no so much a bug but missing feature.
