I didn't make it clear in the initial post but this bug was intended
only for pocket PC mode. I agree that a pinned dock on a phone is a
waste of space.

I should of made it more clear. Sorry.

Bug description:
  The app launcher auto-hides and there doesnt seem to be an option to
  keep it visible. no so much a bug but missing feature.
