[Bug 1510718] Re: Notification triggers non-interactive screen with no phone call in progress

This is the proximity sensor kicking in. When the screen is woken up by
a notification, we keep it aware of proximity to avoid accidental
presses while you take the phone out of your pocket. I'm afraid I don't
have a good idea how to avoid this behaviour while keeping it so you
don't accidentally hit buttons in the UI.

Bug description:
  Ubuntu Phone 15.04 (r24) [mako]

Noticed this on r23 as well.

Bug: Notification sometimes triggers non-interactive screen (that
prevents ear from interacting with phone during phone call).

Expected Behavior: Notification (of text message or telegram) makes
bell, look at phone to see notification, swipe top-to-bottom the green
notification icon at top of screen to see list of uncleared
notifications, including recent notification that made bell

Actual Behavior: Notification (of text message or telegram) makes
bell, look at phone to see notification, as finger approaches green
notification icon at top of screen, screen sometimes becomes black and
swipe from top-to-bottom over space where green icon previously
located does nothing, pull finger away from screen and green
notification icon visible again, only solution is to wait until screen
becomes black due to time, then tap on/off button, then swipe green
  notification icon
