I am not seeing that. Hovering over the video reveals the controls.
Can you reliably reproduce the issue?

  Hover over video on youtube doesn't show the video controls

  Expected behavior: Hover over the video the bottom controls with the
  volume, pause, next, back, CC...etc doesn't appear.

  Problem: Hover and nothing, click on the video and you get the
  controls.
