[Bug 1505724] Re: [desktop] When clicking a link that opens a new tab, focus should be on page, not address bar

Bug description:
  1) Visit http://www.quackit.com/html/codes/html_open_link_in_new_window.cfm (just a site that has a target="_blank" example link)
  2) Click the "HTML Tags" link in the "Example" area
  3) Note where the keyboard focus after the new tab is opened 

  It should be on the page, which lets the user press up, down, page up,
  page down, etc.

  Instead, its in the address bar.  Which (A) is pointless since we just
  went to this page, we're unlikely to want to suddenly navigate
  elsewhere and (B) is actively annoying, since I can't see the URL of
  this new tab.
