Apparently phablet-screenshot uses mirscreencast from mir-utils; if mir-
utils is getting too big we should additionally split that.

Bug description:
  Package "ubuntu-touch" apparently depends on "mir-utils" and "mir-
  test-tools". It shouldn't depend on the latter at least, which is
  quite large.
