Title:
  Dash loses minimize & fullscreen toggle buttons in windowed mode when
  put into full screen

Bug description:
  testing on flo, the dash loses it's minimize & fullscreen toggle buttons in windowed mode when put into full screen
  makes it impossible to put it back to something "other than full screen" or minimize
