[Bug 1514326] [NEW] There is no text in the circle on lock screen in new flashed device

Steps:
1.Flash the device to 167 virsion
2.Complete the welcome wizard 
3.Lock the screen and then press the power key to light up
4.Check if there is any text in the circle 

Expectation:
There should be like"No videos recorded today/No photos taken today" in the circle

Actual  results:
There is nothing in the circle

         Status: Confirmed
