We opened bug #1515712 but it is probably the same root cause. If so,
there is a race at startup that causes the backend server to lock up so
the focus events don't get seen. In that case though a reboot should fix
it, although it may take more than one per comment #3 as it is just by
chance when it does or doesn't enter this state.

Bug description:
  Ubuntu bq 4.5. Checked with browser, dekko, calendar and system
  settings (changing the pin). Turned the phone off and on.  No change.
