  In windowed mode, mouse scroll wheel does not always scroll the window
  on top

  New

Bug description:
  In windowed mode BT mouse scroll wheel does not appear to cope with
  overlapping windows... grab/drag to scroll the window works, but using
  the scroll wheel somtimes scrolls the window that is behind, where two
  windows overlap.
