We do not control how the BQ E4.5 phone converts the sensor information
into the final JPEG and therefore cannot implement this suggestion.

Title:
Poor quality of photos - consider the use of software jpeg

Status in camera-app:
  Won't Fix
Status in camera-app package in Ubuntu:
  Won't Fix

Bug description:
Image quality on the bq aquaris phone is relatively low even on the
highest quality setting. Numerous compression artifacts are visible
like on pictures taken with a cheap Chinese tablet. On the other hand,
imagemagick convert takes 2s on this CPU when converting 8 MP bmp file
to jpeg. So please consider using software jpeg for the highest
  quality setting.
