[Bug 1517866] [NEW] Screen Interlace Corrupted

Public bug reported:

I logged this as a bug some time ago and was told that my BIOS version
was out of date and that it should be updated. This took me some time to
fix but this has now been done to the latest version of BIOS firmware
(Dell Vostro 220, BIOS 1.3.0). During this period the original bug
report was timed out.

I have tried 15.10 from a DVD but without installing it and the problem
remains unresolved.

The symptoms are that some icons and text are corrupted and this
corruption changes as the mouse is moved over or away but in an
unreproducible manner. PDFs are unreadable and there are some strange
affects such as the "G" in the Gimp about window corrupted while the
rest of the letters look fine.

Some applications are completely unusable as all the window text is
unreadable.

I have reverted to 15.04 until the problem can be resolved.
