[Bug 1520154] [NEW] /etc/os-release should contain "codename" (like DISTRIB_CODENAME in lsb_release)

Public bug reported:

to use os-release instead of lsb_release (which adds a python dependency
to the snappy image and is effectively duplication of functionality)
/etc/os-release should contain "codename", since the value is needed for
various container operations (lxd, docker) to obtain images

** Affects: snappy
     Importance: Undecided
         Status: New

** Affects: base-files (Ubuntu)
