[Bug 1520369] [NEW] 3G not working when wifi is selected, even if no wifi available

Hi I am using a Meizu MX4 with the OTA 8 update. If I try to select  3G
"in the open" with no wifi signal (but wifi turned on) the phone
doesn’t switch to 3G and stays on wifi. I understand that auto switching
between 3G and wifi is a good thing and wifi should take priority,  but
if there is no wifi is available in the area then I would have thought
the phone should switch to 3G when  selected.

Note, the old MX4 problem with wifi dropping out (from the same router) when moving around a building, and not reconnecting is still occurring with the OTA 8 update. This is not serious but very annoying.  The only way to reconnect is to turn wifi off then back on again.  
If the phone knows it is connected to the internet, then looses connection, could you not just treat this in the same way as the first time it connected in the building. I guess the same idea could also help for the above 3G problem. In this case if wifi on, but no signal then 3G takes priority even if the wifi is on. 

Thanks for your hard work, love Ubuntu Touch and have also flashed a
Nexus 4 to try some stuff of my own.
