Yes, these “fancy” quotes and even normal ASCII " ones are utter bogus
in configuration files. I checked ubuntu-drivers-common, xserver-xorg-
input-synaptics, and gpointing-device-settings, and none of them have
"synaptics_ic2" in them.

If you are sure you didn't add it yourself (perhaps through restoring a
backup or so), and are able to reproduce this and tell the exact steps,
that'd be highly appreciated. Thanks!

  Failed to start Load Kernel Modules

  Invalid

Bug description:
  I was suggested to file a bug in this question:
  https://answers.launchpad.net/ubuntu/+question/275283. Basically, I'm
  getting the error "Failed to start Load Kernel Modules"  sometimes
  after rebooting and after every logout.  This is the relevant
  information (using Ubuntu 15.10 GNOME):
