  kernel messages are not saved when rsyslog is started

Status in rsyslog source package in Vivid:

Bug description:
  saving of the kernel log messages relies on an upstart job which is no
  longer triggered since the move to systemd. It needs to be migrated to
  systemd to avoid systemd regression
