Scopes-api is innocent here. I just passes the location info it gets
from the shell without touching or caching it. Adding the shell and
location-service to the bug.

  My location should be Tainan, Taiwan.
  If I did not run another GPS apps before, NearBy shows my location is in the center of Taiwan.
