[Bug 1359065] Re: Cannot place an emergency call when device and SIM are locked
That it didn't happen on first startup might have been bug 1360245. A
similar problem was also reported as bug 1355859.

Bug description:

If the device is locked by a passcode or pass-phrase and the SIM is
locked with a PIN code, then it is not possible to place an emergency
call from the greeter because there is no way to unlock the SIM card.
Bug 1333121 might fix this situation, I'll close this report if it
does.
