Bug description:
[regression] Resampled touch events are slightly less regular than
they used to be.
I noticed after fixing the stuttery touch scrolling of bug 1486341
that Mir still doesn't provide completely smooth touch events for
scrolling. And we didn't notice in our most relevant test program
`mir_demo_client_fingerpaint' because that is specifically designed to
bypass input resampling.
It appears Mir's resampled touch events became slightly less even in
r2782. And reverting that revision makes them smoother.
