  As of at least the above version there is no way to configure a
  voicemail number for the phone manually.
  
  If the system is able to pull the voicemail number from the SIM then the
  1 button on the dialer has a speed dial functionality of calling
  voicemail. There is no way to enable this in the case that a voicemail
  number is not available from the SIM.
