I had the same problem.
Upgrading to 3.19.0-39 fixes the problem.

Bug description:
When running Ubuntu 14.04.3 with kernel 3.19.0-37.42-generic, the
command ip rule list scrolls 0: from all lookup local until ^c
is used to break out.
With the previous kernel, in my case 3.19.0-25.26-generic the command
ip rule list displays;
0: from all lookup local
32766: from all lookup main
32767: from all lookup default
as it should.
