timestamps needs to take into account the locale and display in the correct way, but that is a separate issue from this bug of inproper format

Bug description:
  build 210
  open the Chat view, and the timestamps of the last received messages should be shown in 12 hour clock with am/pm indicator (i.e. like 10:52pm or 05:30am)

  Instead they are shown with 24 hour clock but with an am/pm indicator
  (like 21:31pm) which is incorrect
