I am not seeing that (I’m running the latest rc-proposed image on arale). Also tested on desktop, not seeing the issue either.
What I do observe however is that the browser crashes when clearing the navigation history while the new tab view is open (for which I filed bug #1525937).

Can you reliably reproduce the issue? On what device/version is that?

  Clear Browsing History does not clear top sites

Bug description:
  If I clear the browsing history by going to 'Privacy & Permissions'
  and choosing 'Clear Browsing History' visited sites still show up in
  the Top Sites view when opening a new tab.
