[Bug 1531160] [NEW] GPS is more accurate with 'wifi OFF + data ON'

Public bug reported:

When I have 'data ON + wifi ON' my bq Aquaris E4.5 obtains the correct
position if it is away from wifi networks.

When I get into a city with lots of wifi networks the accuracy decreases
a lot. In that moment, if I disconnect wifi from the phone and let data
ON the accuracy is good again.

** Affects: location-service (Ubuntu)
     Importance: Undecided
         Status: New
