Bug description:
  The device images include qtdeclarative5-ubuntu-ui-toolkit-
  plugin:armhf= 1.3.1778+15.04.20151221-0ubuntu1 which contains /usr/lib
  /arm-linux-gnueabihf/qt5/qml/Ubuntu/Components/Styles/1.3

  The emulator images include qtdeclarative5-ubuntu-ui-toolkit-plugin-
  gles:i386=1.3.1778+15.04.20151221-0ubuntu1 doesn't contain the 1.3
  directory in Styles

  This is prevent the shell from starting
