[Bug 1362518] [NEW] Badge missing from System Settings icon when update is available

1. Wait until software updates are available.
2. Look at the System Settings icon, in the Dash or Launcher.

What you see: It appears as normal.

What you should see: "Wherever the System Settings icon appears, it
should have a badge with the number of updates available."
