Title:
Registering/reauthorizing silently fails when service is unreachable

Status in ubuntu-system-settings-online-accounts package in Ubuntu:
  Confirmed

Bug description:
When creating (or even reauthorizing) an account, the process might
fail if the service is unreachable. This might be because of some
network error, or some temporary error at the provider's website.

How should this be handled on the phone? Currently the operation
silently fails (as if the user pressed the "Cancel" button), but there
should be some sort of notification to the user.

  [Orginally reported by Alberto Mardegan.]
