  Panel drop shadow and click-to-focus maximized apps broken

Bug description:
  Recent regressions:

  1. the panel drop shadow is always displayed (should only be visible when there's a maximized app in background)
  2. with a maxed app in background, clicking the panel no longer brings that app into foreground
