  contacts not honoring language setting (ie, Favourites with US
  English)

Bug description:
  LANG=en_US.UTF-8
  LANGUAGE=en_US:en
  Settings says US English.

  Contacts in the dialer and the contacts app says 'Favourites' instead
  of 'Favorites'.
