[Bug 1533541] [NEW] BT device will connect automatically even though the option "connect automatically when detected" is not checked

Steps to reproduce:
1. Open Bluetooth settings page and turn Bluetooth on
2. Press 'connect' button on bt devices (mouse), make sure it can be detected by phone
3. Enter the entry of target bt device (mouse) then tap 'connect', make sure the option "Connect automatically when detected" is not checked
4. Once the mouse is connected, enter the device entry check the option again, found the option has been checked automatically
5. Uncheck the option and disconnect the bt device, 

Actual results:
It's still going to connect automatically and will be connected successfully when it's scanned again
