Bug description:
On arale with rc.proposed:
1. Ensure the screen is off
2. Press the power button and keep it pressed
Expected result:
The screen should turn on and the power-off dialog should appear after a few seconds.
Actual result:
The screen turns on but the power-off dialog doesn't appear. Eventually the phone reboots. I assume that this is because of hard reboot caused by pressing the power button for long enough, but more investigation is needed.

When the user presses the power button, the screen should instantly
light up (see Screen blanking policy document for the correct
behaviour:

After the SHORT TIMEOUT defined in the screen blanking policy (see
above) the power dialog is displayed.
