[Bug 1534775] [NEW] mediascanner should support using file:// in lookups

mediascanner should support using file:// in lookups
In multiple places we do MediaStore.lookup(somepath), however
mediascanner only accepts urls that do not contain a file:// at the
start (it has to be /).
This is inconsistent with qtubuntu-media/media-hub as they give us
file:///path and Jim says "the media service handles both". So to remain
consistent with the rest of the platform, can the lookup method and any
other relevant methods accept a url with or without file:// at the start
?
