Bug description:
  That's part of the design in https://wiki.ubuntu.com/SecurityAndPrivacySettings#phone-locking:
  it should be possible to lock screen on suspend or not

  This is blocked on bug 1420493, which might involve replacing "Sleep
  locks immediately" with a separate timeout for sleeping.
