[Bug 1536126] [NEW] No trust prompt to access location service when geotagging is enabled

Test Case:
1. Open the camera app
2. In the options enable geotagging
3. Take a picture

Expected Result
There should be a trust prompt the first time the camera tries to access the location service for geotagging the picture

Actual Result
No prompt
