Title:
picture should trigger after a delay when releasing the shutter

Status in camera-app:
  Confirmed
Status in camera-app package in Ubuntu:
  Confirmed

Bug description:
The camera app seems to take a picture when the shutter button is
pressed. Unfortunately, the act of putting your finger on the shutter
button typically creates movement, which results in pictures that
  aren't razor sharp.

The app should take the picture after a small delay after the shutter
button is released. This allows the camera in the holders hand to
  stabilize.

Not sure what the ideal delay is...200ms? 100ms? Would probably need
to test with a few people and a target with some lines on it.
