[Bug 1536133] Re: Cannot successively set several background images with the camera app
I'm deduplicating for the moment because the problem is not only with
the camera app but with gallery too. The apps don't always close when
open from the content picker and next time it's selected the app doesn't
become active.

Test Case:
1. Make sure the camera app is not already running
2. Open system settings / background
3. Select 'Custom Art' / Add an image
4. Select 'Camera'
5. Take a picture and add it as background
6. Execute steps 3 to 5 again
Expected Result
The 2 images are available in the custom backgrounds and the last one is set as background
Actual Result
The second time the user tries to add an image, the transfer dialog of the content hub is displayed and a new photo cannot be shot with the camera
