[Bug 1537098] [NEW] Switching users in the greeter doesn't respect the selected user's language.

 

Public bug reported:

User A uses English as their language
User B uses Hebrew as their language

User A is initially selected in the greeter
User B selects themselves in the greeter and the greeter, indicators, and OSK remain in English

Not only does this make life difficult for User B, but if User B's
password is in Hebrew, the are unable to login at all.

Resolving this is a large undertaking as it requires changes to unity8,
indicators, and maliit.
