  global-menu not consistent for some Gnome apps

Bug description:
  the following apps doesn't have a global-menu anymore or just have a
  single menu-entry with all the menus and submenus in it:

  ‣ Nautilus
  ‣ Evince
  ‣ Empathy
  ‣ Rhythmbox
  ‣ gnome-system-monitor

  this is a big usability and consistency flaw!

  all apps should have a global-menu with all the main menu-entries to
  show on the first view in the panel!

  this inconsistency confuses the most users i support on Ubuntu!
