  unity8 crashed with SIGABRT in raise() under incorrect locale

Bug description:
  Same for mtp-server in bug #1294884

  unity8 aborts on startup when the selected locale isn't available.
  Sure, incorrect locale is bad, but falling back to C would probably be
  a better option:

    what():  locale::facet::_S_create_c_locale name not valid
