  rotation lock is visible but has no backend

Status in “unity8” package in Ubuntu:
  In Progress

Bug description:
  STEPS:
  1. Open system settings
  2. Click on rotation lock 
  3. Rotate the phone.

  EXPECTED:
  I expect the rotation to be locked

  ACTUAL:
  It still rotates.
