Bug description:
  Running Ubuntu 10.04 server over linode.com, the "minimal" distro
  shipped by default does not save iptables rules by default across
  reboots. The ufw package is a convenience iptables wrapper, however,
  most experienced admins will not want to discard their iptables
  knowledge and flexibility for ufw.

  mentions various scripts and hacks to achieve that, although it should be a distro's job to do something that common. I suggest shipping a system service that will save/restore services like centos/redhat, and that can be easily enabled/disabled as per the admin's needs
