  Links from Apport window launch browser as root

Bug description:
  Binary package hint: apport

  On kernel issues, Apport displays a suggestion to try a vanilla
  kernel, with a link to
  https://wiki.ubuntu.com/KernelTeam/MainlineBuilds. When I click on the
  link, the browser is opened as root user: I can navigate to
  file:///root/, and ps confirms it.

  This is different from #79277: Launchpad pages are opened normally.
