  Upowerd excessive CPU usage

Bug description:
  Fresh installation of Oneiric on Activo A-1100 (Atom N450-based)
  netbook. Top reports CPU usage fluctuating between 60% and 100%,
  averaging around 80%. Machine still marginally usable, due to having a
  second core.
